Batangas City — Councilor Boy Dimacuha passed the Ordinance for the Creation of Batangas City Council Against Human Trafficking, Aug. 10.
“Kailangang mapangalagaan ang seguridad sa Batangas Port at mga coastal barangays sa Batangas City upang huwag maging transit point ang lungsod ng human trafficking.”
According to Coun. Dimacuha, there have been reports on cases of human trafficking in some coastal barangays of the city. He said that this is an alarming issue that requires an immediate government action.
As reflected in the said ordinance, the council will be composed of the Mayor who will act as the chairman and City Social Welfare and Development Officer as the vice chairman. Members on the other hand will be, City Legal Officer, City Council- chairman, Peace and Order Committee; chairman-Family and Women Committee, DILG, City Health Officer, Batangas City Philippine National Police, Philippine Coast Guard, Philippine Maritime Authority, president of Association of Barangay council and all anti-human trafficking accredited NGOs.
The council’s first task is to create a comprehensive program that will abolish human trafficking operations. They should also be able to implement this ordinance effectively and be able to create programs and policies that will protect the rights and serve the needs of the trafficked individuals in the city.
Meanwhile, human trafficking according to a definition given by the United Nations means the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs.
Trafficking invariably involves forcible movement of a person from one place to another and forcible utilization of their services with the intention of inducting them into trade for commercial gains. The word ‘forcible’ signifies that the action is against the person’s will or that consensus has been obtained by making deceptive claims and false allurements. In some cases, consensus is obtained because of the victim’s social conditioning, where the victim is not even aware that s/he is being exploited.
