The 8th congress of Sangguniang Panlalawigan ng Batangas formally opened on July 3, 2013 at the Jose P. Laurel Hall in the Capitol Building. The event was led by Vice Governor Mark Leviste with the rest of the Provincial Board Members, who all had their privilege speech in front of their guests and constituents present in the gathering.
