Location: Northeastern section of the Province of Batangas

TOPOGRAPHY
The northwastern part of Sto. Tomas is somewhat mountainous being a portion of Mount Makiling. The rest of the municipality is generally plain with an elevation of about 38 to 37 meters above sea level. The town proper where the seat of government lies has an elevation of 42 meters above sea level.

CLIMATE
The Climate of Sto. Tomas, according to PAGASA, falls to Corona Type 1, where in two pronounced seasons exist. The dry season occurs during the months from January to April, while the wet or rainy season from May to December. Heavy rains occur during the months of July and August. The months of April, May and June are generally warm while the climate from July and November is generally cool with the coldest period occurring in the monthd of December and January.

LITERACY RATE
The literacy rate among female population was higher than the male population which comprised 50.32% and 49.68% respectively. In the urban area, the rate of literacy was 98.62% while 97.71% in the rural area. The overall literacy rate in the municipality based on the 2007 data was 97.79%. Therefore, only about 2.21% were considered illiterate or those who were unable to read and write a simple message.

Public and private institutions cater to the educational needs of the municipality.

There are fifty-four (54) public schools and twenty-nine (29) private schools, thirty-seven (37) of which is pre-elementary, thirty five (35) elementary, and eleven (11) high schools. One (1) state university, the Polytechnic University of the Philippines (PUP) and a medical school, Lyceum St. Cabrini College of Allied Medicine Inc. The literacy rate us about 97.79%.

WATER SOURCE
Sto. Tomas has three watersheds: San Juan River, Alas-as River and river sub watersheds. The former is the largest which drains into Laguna Lake. Alas-as River sub watershed is located on the northeastern portion of Brgy. Sta Elena, San Felix, San Juan, San Jose and part of San Agustin. The sub watershed of the river is the smallest and it is located at the eastern side of barangay San Fernando. The San Juan river watershed has dendrites drainage pattern. The creeks / rivers on the foot slopes of Mount Makiling are most radial. The river systems are not gauged. Springs, artesian and deep well are main sources for domestic water supply. The Sto. Tomas Water District and the Tanauan Water District draw the water from the springs at the foot slopes of Mt. Makiling. Three natural springs (Balete, Dipangla, and Latag) provide the domestic water in the Poblacion of Sto. Tomas. Based on key informant, very few depend on the shallow well and spring as source of domestic water supply. The barangays at the footsteps of Mt. Makiling (Sta. Cruz, Sta. Clara and Sta. Teresita) are greatly dependent on the springs. The community must appreciate the value of watershed protection and conservation to meet future water requirements of the communities.

POWER SOURCE
The electric power needs of the whole municipality are supplied by Manila Electric and Railways Company (MERALCO). Sto. Tomas is host to MAKBAN Geothermal whose facilities are capable of providing power equivalent to industrial estates.

COMMUNICATION SYSTEM
Philippine Long Distance Telephone (PLDT), Globe Telecom and Digitel are the land-based telecommunications that helps the communications of the Tomasinos as fast as possible. There are also available cellular lines from Mobiline, Globe, Islacon and Smart. Cable Television is also available in the municipality which caters by Galaxy Cable that keeps people fully aware of the nation’s state might as well the world. Leading newspapers are readily available.

PEACE AND ORDER
Sto. Tomas Peace and Order condition is safeguarded by the Philippine National Police (PNP) with a total strength of forty seven (47) members and support from barangay police. Crime statistics shows that crime volume on 2007 decreased which shows that the downward trend in crime volume by eleven (11) incidents or 25.58%.

For fire protection service. the municipality has 11 firemen / personnel and 2 firetrucks. To be able to decrease the number of fire cases, the municipality conducted various training.
