Background: In February 1996 government entered into an agreement with the South Luzon Tollway Corporation (SLTC) to finance, design, reconstruct and operate the Slex from Alabang to Calamba, also to extend the tollway Sto. Tomas Batangas and lastly to build a new spur to Lucena, Quezon.
SLTC is a joint venture of MTD Capital Bhd which owns 80% and PNCC , 20%.
After completion, SLEX is to be operated by Manila Toll Expressway Systems Inc. MATES is Filipino owned and managed and supported by Malaysian technical expertise.
Project Description:PHASE 1
ALABANG VIADUCT (TR 1): Full rehabilitation, upgrading and expansion of the Alabang Viaduct from 6 to 8 lanes.
FILINVEST TO CALAMBA (TR 2): Full rehabilitation, upgrading and expansion of the old 4-lanes to 8 lanes from Filinvest to Sta. Rosa, and 6 lanes from Sta. Rosa to Calamba
CALAMBA TO STO. TOMAS (TR3): construction of a new 4-lane tollroad from Calamba to Sto. Tomas, which will connect to the Star Tollway.
PHASE 2:
TOLL ROAD 4: construction of a new 4 lane toll road from Sto. Tomas, Batangas to Lucena City.
MAJOR WORKS:
Alabang Viaduct (TR1) : seismic retrofitting of substructure, total replacement & widening of bridgedeck from 6 lanes to 8 lanes
Filinvest to Calamba (TR2): full reconstruction of roadway with approx. 84 lane kms added flood control and new drainage system
- 17 new toll plazas
- 97new toll booths
- 14 bridges, retrofitted and widened
- new substructure and new/widened San Juan Viaduct bridgedecks
- 14 cctv cameras with seamless, end to end lens coverage
- modern toll collection system
- 2 gantry-mounted , 4 median-installed electronic message signs
- 6 emergency lay bys
- 24/7 emergency services (patrol, ambulance and tow trucks)
With all these, SLEX will be having a 2.73 or roughly 300% increase in their toll fees. And according to SLTC, this is their simplified formula why they come up with the aforesaid figure:
TOLL RATES x AGREED TRAFFIC ASSUMPTIONS
= CONSTRUCTION AND PRE OPERATING COST
+ COST of OPERATION AND MAINTENANCE
(including heavy repairs, Improvements, taxes)
+ REASONABLE RETURN IN INVESTMENT
Anong masasabi mo, Batangenyo?
