Enhanced Community Quarantine Guidelines

Simula noong ika-17 ng Marso, 2020 ay nagsimula na ang pagpapatupad ng Enhanced Community Quarantine sa buong Luzon.

Are at aming inilista ang buong Enhance Community Guideline para sa mga nais mong malaman ukol dito at ano nga bang pagkakaiba nito sa General Community Quarantine.

ECQ –  Executive Order No 112, s. 2020 and IATF Resolution No. 30, s. 2020

NOT ALLOWED TO GO OUT

  1. Persons below 21 years old
  2. Persons 60 years old and above
  3. Those with immunodeficiency, comorbidities, or other health risks.
  4. Pregnant women.
  5. Any person who resides with the aforementioned.

Except when obtaining essential goods and services.

ALLOWED TO OPERATE
Manufacturing and processing plants of:

  1. Basic food products
  2. Medicine and Vitamins, medical supplies, devices, and equipment.
  3.  Essentials products (e.g. soap and detergents, diapers, hygiene products, and disinfectants.

Provided that such establishments may operate at a maximum of 50% of their respective workforces.

Unless the DTI approves the temporary increase in workforce capacity.

Manufacturers of medicine, medical supplies, devices, and equipment are allowed to operate at full capacity.

Delivery services transporting:

  1. Food
  2. Medicine
  3. Essential Goods
  4. Clothing
  5. Accessories
  6. Hardware
  7. Housewares
  8. School and Office Supplies
  9. Pet food and other veterinary products

Capital markets, including but not limited to:

  1. The Bangko Sentral ng Pilipinas
  2. The Securities and Exchange Commission
  3. Philippine Stock Exchange
  4. Philippine Dealing and Exchange Corporation
  5. Philippine Securities Settlement Corporation
  6. Philippine Depository and Trust Corporation
  1. Power
  2. Energy
  3. Water
  4. Information Technology
  5. Telecommunications Supplies
  6. Facilities
  7. Waste Disposal Services
  8. Property Management
  9. Building Utility Services

ALLOWED TO OPERATE

Energy companies, their third-party contractors and services providers, including employees involved in:

  • Electric transmission and distribution.
  • Electric power plant and line maintenance
  • Electricity market and retail suppliers
  • Exploration, operations, trading, and delivery of coal, oil, crude, or petroleum to produce electricity.

ALLOWED TO OPERATE

Telecommunications companies, internet service providers, cable televisions providers, including those who perform indirect services such as:

Technical, sales and other support personnel

Employees of third-party contractors doing sales, installation, maintenance, and repair works.

ALLOWED TO OPERATE

Airline and aircraft maintenance employees, including:

  • Pilots and Crew
  • Ship captains and crew.

ALLOWED TO OPERATE
Media establishment, at a maximum operational capacity of 60% of their total permanent staff complement as registered under the DOLE, inclusive of reporters and other field employees, as accredited by the PCOO.

ALLOWED TO OPERATE

Construction Workers accredited by the DPWH to work on:

  • Quarantine and isolation facilities
  • Health Facilities
  • Emergency Works
  • Flood Control

Other disaster risk reduction and rehabilitation works

ALLOWED TO OPERATE

Manufacturing companies and suppliers of construction equipment or products.

Workers accredited by the DOTr to work on:

  • Utility relocation works
  • Specified limited works across 13 railway projects
  • Replacement works for the MRT Line 3
  • Provided that on-site or near-site accommodations and/or point-to-point shuttle services should be arranged if applicable.

ALLOWED TO OPERATE

Funeral and embalming services.

Provided that they provide shuttle services and/or housing accommodations for their personnel and staff.

ALLOWED TO OPERATE

Humanitarian assistance personnel and individuals performing relief operations from:

  • Civil Society Organizations (CSOs)
  • Non-Government Organizations (NGOs)
  • United Nations – Humanitarian Country Teams

Provided that they are authorized by the appropriate government agency or LGU.

ALLOWED TO GO OUT ON ECQ

Pastors, Priests, Imams or such other religious ministers conducting necrological or funeral rights

Immediate family members of the deceased from causes other than COVID-19 attending the wake or internment (upon satisfactory proof of their relationship and social distancing measures).

  • Veterinary Clinics
  • Security Personnel

ALLOWED TO GO OUT ON ECQ

  • Repatriated OFWs in compliance with approved quarantine protocols.
  • Non-OFWs who may be required to undergo mandatory facility-based quarantine
  • Health care workers and other employees from exempted establishments.

Regulatory agencies with jurisdiction over permitted establishments or persons are likewise tasked to issue official IATF accreditation IDs. Bonafide IDs issued by establishments exempted from the strict home quarantine requirement shall likewise be honored by law enforcement agencies.

RapidPass System

The RapidPass System shall be complementary to the existing IATF IDs issued by the member-agencies which shall continue to be honored in all quarantine checkpoints.

Enrollment for RapidPass IDs shall be voluntary and shall only cover qualified private sector entities or persons.

The movement of cargo vehicles shall be unhampered. 

Cargo vehicles, as well as vehicles used by public utility companies, BPOs, and export-oriented establishments, shall not be subject to an ID system.

Checkpoints

The PNP retains its authority to conduct inspection procedures in checkpoints only for ensuring that protocols on strict home quarantine are observed.

Payrolls

Government offices and private corporations are encouraged to process payrolls online. However, for those who cannot, payroll managers, and such other employees that may be required to process payrolls and print

Payrolls shall be allowed to travel and operate covering the periods of ECQ.

Other exemptions from the home quarantine requirements through previous IATF resolutions or issuances by the Office of the President shall be honored.

NOT ALLOWED TO GO OUT

Persons 60 years old and above are required to remain in their residences at all times, except when indispensable under the circumstances for obtaining essential goods and services or for work in permitted industries and offices.
